From a broad perspective, ID cards for unauthorized immigrants should make access to some essential services easier. However, as with anything new, unintended consequences are inevitable. All in all, this sounds like it is worth trying as a pilot program.

At least from the narrow perspective of FOIA efficiency, this could make a real dent in the DHS backlog and response times for everyone.
